MAJ William (Billy) Folinusz, Executive Officer, SCPME, Instructor, MX400: Officership

Major Folinusz is a native of Cranford, NJ. In 2009 he graduated from James Madison University with a Bachelor of Arts in History and was commissioned as an Armor officer through the Reserve Officers’ Training Corps (ROTC) program at James Madison University and was assigned to Fort Hood, TX, with the 3d Armored Cavalry Regiment. There he served as a tank and engineer platoon leader with Heavy Company (2/3ACR)

including a deployment to Iraq. He also served as the executive officer for Lightning and Headhunter Troop (4/3CR) from 2011 to 2013.

After completing the Maneuver Captain’s Career Course in 2013, Major Folinusz was initially assigned to 2nd Armored Brigade Combat Team, 3d Infantry Division at Fort Stewart until their de-activation. In 2014, he was transferred to 1st Armored Brigade Combat Team

3d Infantry Division where he served as a tank company commander for Deathknight Company, 1-64 Armor Battalion deploying in support of Operation Atlantic Resolve. After serving as an ROTC APMS at Temple University and completing CGSC, Major Folinusz reported to 3d Infantry Division where he would serve as the G3 Chief of Operations. He also served as the executive officer for 3-69 Armor Battalion and the executive officer for 1st Armored Brigade Combat Team “Raider”, 3ID deploying in support of Operation European Assure, Deter, and Reinforce in 2022.

Major Folinusz has completed a Master of Public Policy from Temple University and a Master of Strategic Studies from the Command General Staff College. In 2025, Major Folinusz graduated from Rutgers University with a Master of Arts in Political Science (United Nations and Global Policy Studies) where he also participated as a Graduate Fellow in the Eagleton institute of Politics..

He is married to Theresa Folinusz, and they have three children, Theodore (8), Quinn (4), and Grace (3).
