Mouad is currently serving as an assistant professor at the United States Military Academy at West Point. He is a Dutch international officer with experience in military law
operational policing
and legal advising within the Royal Netherlands Marechaussee.
He began his military career as a non-commissioned officer
where he received his initial training at the Marechaussee training school. His early assignments included border policing and law enforcement duties at Schiphol Amsterdam Airport. He went on to serve in units responsible for maintaining public order (Mobile Unit and Support Unit) and later joined the Special Security Assignments Brigade
a unit tasked with protecting high-risk individuals and locations.
After completing officer training at the Royal Military Academy in the Netherlands
he transitioned into legal and advisory roles within the Marechaussee. He worked as a legal advisor and administrative appeal handler at staff level
providing legal counsel on a range of issues affecting internal operations
personnel matters
and the interpretation and application of regulations and military law.
His legal focus spans multiple domains
including Dutch criminal law
administrative law
international humanitarian law
the law of armed conflict
and the legal framework surrounding military operations. He has supported and advised on the lawful use of force
special investigative powers
internal disciplinary procedures
and the legal implications of military engagement under both domestic and international law.
